The Clipper rate to the USA was 4/8d for the first ½oz + 4/7d for each successive ½oz. Total postage of £4/2/4d = 988d. Postage for a letter weighing between 8½ & 9oz was 4/8d + 4/7d x17 = 991d, indicating underpayment of 3d (or an unlikely overpayment of 4/4d).
